All living beings need to get rid of extra heat to work under normal condition. God has created each living being with different body functionality, which helps lost heat in many ways. Humans and horses have sweat glands and pores in their skin. The moisture comes out through these pores and thus get rid of heat to keep the body and skin cool. But dogs have very limited pores and in order to get rid of heat dogs pant. By panting they lost extra heat from their body. You can see dogs panting especially in hot weather.
